Important update about prescription drug benefits

Board Bulletin banner

Greetings for the new year!

As a reminder, we’ve moved our prescription drug program to Express Scripts as of January 1. Plan benefits and features remain the same. Your share of the cost for covered drugs in the form of any copays, deductibles, and/or coinsurance has not changed. Only the administration of your prescription drug benefits has changed to Express Scripts. New prescription ID cards were mailed in December.

Watch your mailbox

It’s come to our attention that some members have not yet received their new ID cards. We realize there have been challenges with the delivery of Christmas packages, cards, and other mail over the past several weeks so out of an abundance of caution, everyone has been mailed a second set of ID cards from Express Scripts.

If you receive two sets of cards, you can keep the duplicates for you and any covered family members to use or simply destroy them. You’ll also receive a letter from the Board confirming the information in this email.

If you need to fill a prescription

Be assured that you have prescription drug coverage even if you don’t yet have your ID card. And, you can access a card through the Express Scripts website. Use the single sign-on feature through Benefits Connect or go to express-scripts.com to register. From the homepage, click on Account then Member ID Card to download a card. You can also use the Express Scripts mobile app to access a virtual ID card you can show at the pharmacy.

Transitioning from OptumRx to Express Scripts home delivery

The Board took great care when selecting Express Scripts to administer our prescription drug program to ensure a smooth transition for our members. If you used OptumRx for long-term medications you require on an ongoing basis, the action you’ll need to take when using Express Scripts for the first time will vary depending on whether or not you had remaining refills or if your prescription had expired.

Here is helpful information for when you need to obtain your medication:

  • If you used home delivery with OptumRx, current, remaining refills (except for controlled drugs) were transferred to Express Scripts.
    • To start home delivery of a transferred prescription with refills, log on to express-scripts.com, click on Available Refills, and add the medication to your cart. Note that your shipping and payment information was not transferred; you must provide this information when ordering your refill. You can also call Express Scripts at 800-344-3896 to begin home delivery.
  • If you used automatic refills with OptumRx, transferred refills will not be sent to you automatically until you set up this feature through Express Scripts. You will have the option to set up automatic refills when ordering your medication.
  • The following prescriptions were not transferred to Express Scripts; you will not see them under Available RefillsThese drugs will require a new prescription from your doctor (you can call Express Scripts for help with renewing the prescription):
    • controlled substances
    • long-term medications with no remaining refills
    • expired prescriptions even if there were remaining refills (Depending on the drug, prescriptions expire after six months to one year from the date the prescription was written.)
    • If filled through OptumRx in 2020, the above types of medications will be listed as part of your claims history. To view your claims history, log on to the Express Scripts website, click on Prescriptions and select Claims & Balances from the drop-down menu. Then click on Prescription Claims & History and select Last 12 monthsNote: Claims history is currently available for prescriptions filled January 1-September 24, 2020. Complete 2020 claims history through December 31, 2020, will be available as of January 19.
    • Once you’ve filled a renewed prescription through Express Scripts, you can set up automatic refills and/or order refills online, just as you did with OptumRx. Then, when you have no remaining refills or your prescription has expired, you will be able to renew your medication online, or you may call Express Scripts and they will contact your doctor on your behalf.
